Government Bodies and Governance (categories 4, 9, 11, 12, 13, 16)


In Brazil, the Government Bodies responsible for the Educational System are divided at National, State, and Municipal level (do Brasil, 1988). They have different responsibilities as shown below (BRASIL, 1996):

This division creates a good amount of autonomy as states and municipalities can adapt their school systems to specific regional characteristics, for example, schools located in rural areas can adjust the school calendar based on the planting and harvesting periods or schools located in indigenous areas can offer courses in the local native language. Concerning the National Plan for Education, the National Strategy for Institutional Development of Education approved in Brazil in 2014 with goals to be met until 2024, States and municipalities also had autonomy to create their own strategic plan based on the National one (Lima, 2015)
As for funding, the Constitution (do Brasil, 1988) requires states and municipalities to apply at least 25% of their revenue resulting from taxes in education and the national government has to apply at least 18%. These amounts are currently being discussed, as the government is doing a financial reform.
There are two important institutions that are governmental partners (linked but not subordinated to those government bodies) the INEP (National Institute for Educational Research and Studies) and the FNDE (National Fund for the Development of Education). They support the government at all levels (macro, meso, and micro) regarding quality assurance evaluating the educational system and investing funds allocated to social measures related to the educational system (Saviani, 2010).

FNDE is responsible for executing educational public policies. Today 10 different programs are conducted by FNDE, among them are programs that aim to provide internet access to all schools, a good transportation system, nutritional meals, textbooks, health attention to students, teacher training, monitoring systems to school's administrators, and a better infrastructure. In terms of quality assurance, both Institutions INEP and FNDE have internal audit departments, but like all the government bodies and institutions that receive or handle governmental funding are audited by the Federal Court of Accounts, the Brazilian Institution responsible for preventing, investigating and penalizing corruption. According, to Brazil's transparency law the data collected from these institutions are available to everyone (Brasil, 2011).
